ICI Construction, Inc., has its roots in Houston, TX where it was founded in 1981 by Russell Cobb. Russell’s steadfast dedication to delivering the highest quality construction services combined with new, innovative ideas for every project is what has made ICI Construction, Inc., what it is today. As a family-owned and operated business now led by brothers Bart and Tom Cobb, ICI Construction, Inc., has built a reputation for serving our clients with integrity and respect while continuously exceeding expectations.
Originally founded in Houston, Texas in 1981, ICI Construction, Inc. has since established a North Texas Dallas division which has led to tremendous growth opportunities, expanded resources and a wider network of professionals to best serve our clients.

Bart Cobb
President & Co-Owner, Senior Project Manager
In 2011, Spring ISD named him one of its official “Local Heroes” for his involvement in local projects as well as charitable contributions to education funds. Bart developed the company’s Supplies for Education Fund and continues to contribute to school districts.
Bart is a firm believer that positive relationships with employees, clients and subcontractors are the foundation for a successful company.
Tom Cobb
Executive Vice President & Co-Owner, Senior Project Manager
Upon his father’s passing, Tom became the Executive Vice President. He has estimated, project managed, and supervised over 500 million dollars’ worth of work. Tom offers his clients a strong, efficient, business partner that works closely with his architects, engineers, and subcontractors to provide seamless integration between all stages of the construction process resulting in a successful satisfaction, and a long list of repeat clientele relationships.
